ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. Where a premises licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, the licence must include a condition that each such individual must be licensed by the Security Industry Authority.
4. Where a premises licence authorises the exhibition of films, the admission of children to the exhibition of any film must be restricted in accordance with the film classification.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application. These will include, where required, existing expressed conditions and embedded restrictions contained within existing authorisations and enactments as specified by the Secretary of State, in accordance with Schedule 8 of the Licensing Act 2003:
1. All bar staff shall receive training in the basic law relating to the sale or supply of alcohol and a record of which staff members have received the training will be kept on the licensed premises.
2. There shall be a wind-down and ‘chill-out’ period in the 30 minutes prior to the closure of the premises to the public.
3. The licence holder shall ensure that whilst the premises are being used for licensed activities there shall be a sufficient number of competent staff on duty for the purposes of fulfilling the terms and conditions of the premises licence, including prevention of crime and disorder.
4. A proof of age scheme / request for photographic identity documents shall be operated to assist in prevention of underage sales.
5. The licence holder shall not advertise, promote, sell or supply alcoholic drinks in such a way that is intended or likely to encourage persons to consume alcohol to an excessive extent.
6. All escape routes and exits shall be kept unobstructed, maintained, and clearly identified.
7. All exit doors shall be regularly checked to ensure that they are operational and easily openable in the event of any emergency.
8. All fire doors shall be effectively maintained and be self closing.
9. Any curtains, hangings or temporary decorations on the licensed premises shall be arranged so as not to cause any obstruction to exits, fire safety signage or fire fighting equipment.
10. Adequate first aid equipment shall be maintained on the licensed premises.
11. In the absence of daylight, operational lighting shall be maintained in public areas of the licensed premises.
12. The designated premises supervisor (DPS), or another responsible member of staff, shall monitor customer departure and in doing so shall seek to promote the licensing objectives.
13. Adequate safety and emergency lighting shall be installed and maintained on the licensed premises. (Note: It may be prudent for the licence-holder to liaise with the Fire Officer in this respect).
14. Internal and external lighting shall be provided to the licensed premises. (Note: It may be prudent for the licence-holder to liaise with the local Environmental Health Office to ensure that any lighting does not cause public nuisance).
15. Disposal of bottles shall take place at such times to minimise disturbance to local residents, wherever this is practicable.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
