Please see documentation for details. - Original RTF was "{\rtf1\fbidis\ansi\ansicpg1252\deff0{\fonttbl{\f0\fswiss\fprq2\fcharset0 Arial;}{\f1\froman\fprq2\fcharset0 Times New Roman;}{\f2\fmodern\fprq1\fcharset0 Courier New;}{\f3\fnil MS Sans Serif;}} {\colortbl ;\red0\green0\blue0;\red36\green36\blue36;\red192\green192\blue192;\red0\green0\blue255;\red255\green255\blue255;} {\stylesheet{ Normal;}{\s1 heading 1;}} \viewkind4\uc1\pard\ltrpar\li-1276\lang2057\ul\b\f0\fs24 ANNEX 1 - MANDATORY CONDITIONS\ulnone\b0\f1\par \pard\ltrpar\keepn\li-1276\f0\fs20 The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:\par \pard\ltrpar\f1\par \pard\ltrpar\fi-709\li-567\ri-766\qj\f0\fs22 1.1\tab Alcohol shall not be sold or supplied:\par \pard\ltrpar\li-1276\ri-766\qj\par \pard\ltrpar\li-567\ri-766\qj (a) \tab At any time when there is no designated premises supervisor in respect of the\par \tab premises licence, or\par \par \pard\ltrpar\fi-567\ri-766\qj (b)\tab At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended\par \pard\ltrpar\ri-766\qj\par \pard\ltrpar\fi-709\li-567\ri-766\qj 1.2\tab Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.\par \par 1.3\tab Where one or more individuals are being used at the licensed premises to carry out a security activity, each such individual must be licensed by the Security Industry Authority (unless where the individual is exempt from obtaining an SIA registration under the Private Security Industry Act 2001).\par \par 1.4\tab The admission of children to the exhibition of any film shall be restricted in accordance with the film classification awarded by the British Board of Film Classification (BBFC), or any successor person or persons designated as the authority under section 4 of the Video Recordings Act 1984.\par \par 1.5\tab The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.\par \pard\ltrpar\fi-570\li3\qj\par \pard\ltrpar\li3\qj In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises -\par \pard\ltrpar\li-567\qj\par \pard\ltrpar\li3\qj (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to -\par \par \pard\ltrpar\li720\qj (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or\par (ii) drink as much alcohol as possible (whether within a time limit or otherwise);\par \pard\ltrpar\fi1287\li-567\qj\par \pard\ltrpar\qj (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective;\par \par (c) provision of free or discounted alcohol or any other thing as a prize to encourage\tab or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner which carries a significant risk of undermining a licensing objective;\par \par (d) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of\tab drunkenness in any favourable manner; \par \par (e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).\par \par \pard\ltrpar\fi-709\li-567\qj 1.6\tab The responsible person must ensure that free potable water is provided on request to customers where it is reasonably available.\par \par 1.7\tab (a) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol.\par \par \pard\ltrpar\li-567\qj (b) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy.\par \par (c) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request,\par \pard\ltrpar\fi567\li-567\qj before being served alcohol, identification bearing their photograph, date of birth and\par either -\par \pard\ltrpar\fi1287\li873\qj (i) a holographic mark, or\par (ii) an ultraviolet feature.\par \par \pard\ltrpar\fi-709\li-567\ri-766\qj 1.8\tab The responsible person must ensure that -\par \pard\ltrpar\li-567\ri-766\qj\par (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures -\par \pard\ltrpar\fi567\li720\ri-766\qj\par \pard\ltrpar\fi567\li153\ri-766\qj (i) beer or cider: \'bd pint;\par (ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and\par (iii) still wine in a glass: 125 ml;\par \par \pard\ltrpar\li-567\ri-766\qj (b) these measures are displayed in a menu, price list or other printed material which is available to customers on the premises; and \par \par (c) where a customer does not in relation to a sale of alcohol specify the quantity of alcohol to be sold, the customer is made aware that these measures are available.\par \fs20\par \pard\ltrpar\fi-709\li-567\ri-766\qj\fs22 1.9\tab\lang1033 The relevant person (the holder of the premises licence, the designated premises supervisor (if any) in respect of such a licence, the personal licence holder who makes or authorises a supply of alcohol under such a licence, or any member or officer of a club present on the premises in a capacity which enables the member or officer to prevent the supply in question) shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price. \lang2057\par \pard\ltrpar\fi-425\li-142\ri-766\qj\lang1033\par \pard\ltrpar\li-567\ri-766\qj For the purposes of this condition \ldblquote duty\rdblquote is to be construed in accordance with the Alcoholic Liquor Duties Act 1979, \ldblquote permitted price\rdblquote is the price found by applying the formula -\par \pard\ltrpar\li-142\ri-766\qj\par \i\tab\tab\tab\tab\tab\b P = D + (D x V)\par \pard\ltrpar\fi-425\li-142\ri-766\qj\b0\i0 \par \pard\ltrpar\li-567\ri-766\qj where - (i) \b P\b0 is the permitted price, (ii) \b D\b0 is the rate of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and (iii)\par \b V\b0 is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol; \par [\ldblquote value added tax\rdblquote means value added tax charged in accordance with the Value Added Tax Act 1994]\par \pard\ltrpar\li-1276\lang2057\ul\b\par \fs24 ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE\ulnone\b0\f1\par \pard\ltrpar\keepn\s1\li-1276\ri-766\qj\i\f0\fs20 The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:\par \pard\ltrpar\ri-766\i0\f1\par \pard\ltrpar\fi-709\li-567\ri-766\qj\f0\fs22 2.1\tab Premises licence BPL1019 shall be for the LeeStock Music festival (as may be re-named/re-branded) and for no other purpose. No licensable activities shall take place in the hall, house or the surrounding outbuildings. All licensable activities shall take place in the open air, marquees or other appropriate temporary structures.\par \par 2.2\tab The premises licence is to take effect on not more than 2 (two) consecutive days per calendar annum between May and August.\par \par 2.3 The maximum capacity for the LeeStock Music Festival shall not exceed 3500 (three thousand five hundred) persons. For the avoidance of doubt 3000 shall be paying guests with the additional number (five hundred) reserved for the event management team, staff, crew, contractors, performers, artists and stallholders.\par \par \par \pard\ltrpar\fi-360\li-916\ri-766\qj 2.4\tab Campers on site for the event shall be limited to not more than 250 (two hundred and fifty) persons.\par \pard\ltrpar\li-916\ri-766\qj\par \pard\ltrpar\fi-709\li-567\ri-766\qj 2.5\tab \cf1 Not less than 3 Months prior to the event a DRAFT EMP will be submitted to the Licensing Authority for approval. The Final Draft of the EMP will be agreed by all responsible authorities and members of the Safety Advisory Group not less than 28 Days prior to the event taking place. Failure to adhere to the agreed EMP will be deemed a breach of the license.\cf0\par \pard\ltrpar\li720\cf1\par \pard\ltrpar\li-567\ri-766\qj The Final agreed EMP is a live document until the end of the event, any significant changes made to the final draft EMP less than 28 days before the event, or during the event will be agreed with the Licensing Authority. \par \par The EMP will follow the guidance in the Purple Guide, including and not limited to the following matters;\cf0\par \pard\cbpat5\ltrpar\cf1 \cf2\par \pard\cbpat5\ltrpar\fi-360\li1440\tx1440\cf1\f2\fs20 o\tab\f0\fs22 Noise Management Plan and prevention of Nuisance\par \pard\cbpat5\ltrpar\fi-360\li1440\f2\fs20 o\tab\f0\fs22 Traffic management Plan\par \f2\fs20 o\tab\f0\fs22 Safety, Security, Crime and Disorder\par \f2\fs20 o\tab\f0\fs22 Safeguarding and Child Safety Provisions\par \f2\fs20 o\tab\f0\fs22 Fire safety\par \f2\fs20 o\tab\f0\fs22 First Aid\par \f2\fs20 o\tab\f0\fs22 Food and Water Safety\par \f2\fs20 o\tab\f0\fs22 Campsite Management\cf3\par \pard\cbpat5\ltrpar\cf2 \par \par \pard\cbpat5\ltrpar\li-567\ri-766 The license holder (and any appointed representative) shall attend a Safety Advisory Group held not less than 2 months prior to the event taking place, unless otherwise agreed. \par \par \cf0 The premises licence, event management plan and risk assessments shall be kept with all other event documentation in the event control for the duration of the festival and this location shall be clearly identified on the site plan.\cf2\par \pard\ltrpar\li720\cf0\f1\par \f0\par \pard\ltrpar\fi-709\li-567\ri-766\qj 2.6\tab The premises licence holder shall use sufficient numbers of SIA registered security staff and competent stewards commensurate with the nature and scale of the event. They shall be deployed in such areas and at such levels and times as shall be determined by the premises licence holder\rquote s risk assessment. The premises licence holder shall have due regard to any advice given by the Police in this respect. \f1\par \pard\ltrpar\li-916\ri-766\qj\f0\par \pard\ltrpar\li-709\ri-766\qj\par \pard\ltrpar\fi-567\li-709\ri-766\qj 2.7\tab Attendees to the event shall not be permitted to bring their own alcohol on to the site, and the premises licence holder shall ensure that this requirement is clearly advertised and notified (including website and ticketing). Suitable and sufficient measures shall be implemented to spot-check attendees and to confiscate and securely store any alcohol or other contraband items found during such searches.\par \pard\ltrpar\li720\par \pard\ltrpar\fi-567\li-709\ri-766\qj 2.8\tab The premises licence holder shall adopt a \lquote Challenge 25\rquote proof of age scheme. The premises licence holder shall operate a requirement for the production of a passport, driving licence or other bona fide form of identity carrying a photographic image, where the individual requesting the supply of alcohol appears to be under the age of 25.\par \pard\ltrpar\li720\par \par \pard\ltrpar\fi-567\li-709\ri-766\qj 2.9\tab Admission to the event shall be by ticket only with tickets exchanged for a wristband upon entry. No person shall be permitted access to the site for the event whilst they are considered to be under the influence of drugs or excessive alcohol. Entry shall also be refused to persons acting in an inappropriate or disorderly manner or refusing to be searched upon request of authorised security staff. Any person found on the site in possession of, or supplying, drugs or acting in an inappropriate or disorderly manner shall be ejected from the site and refused re-admission. Where necessary the Police will be promptly contacted regarding confiscated items or ejected individuals.\par \pard\ltrpar\li-709\ri-766\qj \par \pard\ltrpar\fi-567\li-709\ri-766\qj 2.10\tab There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.\par
