ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1.1 Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
1.2 Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
1.3 Where one or more individuals are being used at the licensed premises to carry out a security activity, each such individual must be licensed by the Security Industry Authority (unless where the individual is exempt from obtaining an SIA registration under the Private Security Industry Act 2001).
1.4 (a) The premises licence holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
1.5 The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
In this condition, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children -
(a) games or other activities which require or encourage, or are designed to require or
encourage, individuals to -
(i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or
supplied on the premises before the cessation of the period in which the responsible
person is authorised to sell or supply alcohol), or
(ii) drink as much alcohol as possible (whether within a time limit or otherwise);
(b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or
discounted fee to the public or to a group defined by a particular characteristic (other than
any promotion or discount available to an individual in respect of alcohol for
consumption at a table meal, as defined in section 159 of the Act);
(c) provision of free or discounted alcohol or any other thing as a prize to encourage or
reward the purchase and consumption of alcohol over a period of 24 hours or less;
(d) provision of free or discounted alcohol in relation to the viewing on the premises of a
sporting event, where that provision is dependent on -
(i) the outcome of a race, competition or other event or process, or
(ii) the likelihood of anything occurring or not occurring;
(e) selling or supplying alcohol in association with promotional posters or flyers on, or in the
vicinity of, the premises which can reasonably be considered to condone, encourage or
glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable
manner.
1.6 The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
1.7 The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:
2.1 The licence holder shall create and implement an Event Management Plan (EMP) to promote the licensing objectives. The version submitted to the Licensing Authority on 01 August 2012 is attached to premises licence BPL0394. It is strongly recommended that a final version of the EMP shall be sent by the licence holder to all responsible authorities no later than 7 (seven) days prior to the first day of the event. Any proposed revisions to the EMP shall be agreed in writing with the relevant responsible authority before the master EMP is updated. A copy of the EMP and any linked documentation shall be kept at the Event Control (Cricket Club Pavilion) and the content shall include:

2.2 All information about the event, including details of premises licence BPL0394 and the Event Management Plan (EMP), shall be disseminated by the premises licence holder to all staff working on site prior to the event.
2.3 Access routes for emergency vehicles to come onto the site shall be clearly signposted.
2.4 The premises licence holder shall ensure that security staff and stewards shall prohibit alcohol from being brought onto the site, and adequate monitoring of the licensed area to enforce this requirement shall take place.
2.5 Security staff and stewards shall be provided to monitor and control the site as detailed in the EMP.
2.6 First Aid and medical provision shall be provided by the St.John’s Ambulance for the duration of the event as detailed within the EMP.
2.7 A suitable and sufficient emergency evacuation plan shall be in place as detailed within the EMP, to include a designated muster point as identified on the Plan attached an Annex 4.
2.8 Vehicular access on and off site shall be suitably and sufficiently managed by the premises licence holder in accordance with the detail within the EMP and advice from the relevant authorities.
2.9 Public access to the event shall be by advance ticket sales only.
2.10 No children shall be permitted on the licensed site unless accompanied by a responsible adult.
2.11 The premises licence holder shall promote the protection of children from harm licensing objective by operating a lost child policy and procedure as detailed within the EMP.
2.12 All bar staff shall be suitably and sufficiently trained and aware of relevant licensing law and the terms and conditions of premises licence BPL0394.
2.13 There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
