ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:
1. The supply of alcohol shall be restricted to the shop/tasting room areas as defined on the plan attached as Annex 4.
2. The licence holder shall ensure that relevant members of staff receive adequate training concerning promotion of the four licensing objectives - including prevention of under age sales and awareness of drug prevention issues.
3. The exterior of the licensed premises shall be adequately illuminated during the hours of darkness. (Note: It may be prudent for the licence holder to liaise directly with the Environmental Health Officer concerning the positioning of any lighting in order to minimise the potential for any public nuisance).
4. The licence holder shall implement a ‘PASS’ proof of age scheme (or similar scheme in agreement with Suffolk Constabulary) in order to assist with the prevention of underage sales.
5. Public information notices shall be prominently displayed and maintained on the licensed premises concerning crime and disorder issues as may be required by the Local Authority or the Police, and also notices relating to the prohibition of the sale of alcohol to any individual under the age of 18.
6. Adequate exit doors, fire doors, fire alarms shall be fitted throughout the licensed premises. (Note: It is prudent to liase directly with the local Fire Officer concerning any fire safety issues).
7. Visitors to the licensed premises shall be required to ‘sign-in’ in order to assist with promotion of the public safety licensing objective.
8. The licence holder shall ensure that valid public liability insurance is maintained for the licensed premises.
9. The licence holder shall ensure that all safety equipment and systems are regularly tested and maintained, and that relevant members of staff receive adequate training relevant to the safe operation of such equipment.
10. All exits from the licensed premises shall be kept free from obstruction and access for emergency vehicles shall be kept clear.
11. Windows and doors shall be kept closed, where it is practicable to do so, in order to minimise the potential for any noise nuisance.
12. Litter on, and in the immediate vicinity of, the licensed premises shall be collected daily and bins shall only be emptied after 09:00hrs, in order to minimise the potential for any public nuisance.
13. There shall be no bright or flashing lighting installed on the premises which could cause a public nuisance.
14. The licence holder shall implement a crime prevention policy in agreement with the Police and Local Authority.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
