Additional Conditions

• ANNEX 1  -  MANDATORY CONDITIONS:

  The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:

   

  1.              Alcohol shall not be sold or supplied:

   

  (a)               At any time when there is no designated premises supervisor in respect of the

                premises licence, or

   

  (b)              At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended

   

  2.              Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

   

  3.              Where one or more individuals are being used at the licensed premises to carry out a security activity, each such individual must be licensed by the Security Industry Authority (unless there is any exemption afforded to the relevant individual(s) by the Private Security Industry Authority Act 2001 (as amended)).

   

  ANNEX 2  -  CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE:

  The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:

   

  1.              In order to generally promote the licensing objectives, the premises licence holder shall ensure that:

   

  (a)              entry to the event is adequately supervised by stewards;

   

  (b)              staff selling alcohol shall receive adequate training in order to assist with prevention of under age sales;

   

  (c)              alcoholic drinks shall not be sold in bottles;

   

  (d)              the St.John’s Ambulance Service shall be in attendance for the duration of the event; and

   

  (e)              litter shall be cleared from the vicinity of the licensed area at the end of the event.

   

  2.              In order to promote the prevention of crime and disorder licensing objective, the premises licence holder shall further ensure that:

   

  (a)              entry to the event shall be via two adequately marshalled points of entry;

   

  (b)              persons shall not be permitted entry to the event where it is suspected that they are drunk, acting improperly, or it is suspected that they are carrying illegal drugs or offensive weapons;

   

  (c)              drinks shall only be available in plastic or toughened vessels, with bottles retained by staff;

   

  (d)              staff selling alcoholic drinks shall request a bona fide photographic identity proof of age if there is reason to suspect that the individual is under 18 years of age; and

   

  (e)              valuables, equipment, stock and cash shall be securely stored.

   

  3.              In order to promote the public safety licensing objective, the premises licence holder shall further ensure that:

   

  (a)              exit and entry points shall be kept clear for the safe movement of persons and emergency vehicles, and shall be adequately maintained by stewards on duty;

   

  (b)              there shall be provision of separate parking facilities for disabled attendees;

   

  (c)              the marquee shall have adequate fire retardant equipment including fire extinguishers; and

   

  (d)              an adequate policy of public liability insurance is in place.

   

  4.              In order to promote the prevention of public nuisance licensing objective, the premises licence holder shall further ensure that:

   

  (a)              any reasonable request from an authorised officer of the Local Authority or Police shall be complied with.

   

  5.              In order to promote the protection of children from harm licensing objective, the premises licence holder shall further ensure that:

   

  (a)              persons under the age of 16 years shall not be permitted to areas selling alcohol unless they are are accompanied by an adult; and

   

  (b)              a public announcements system shall be operated to report if children have become separated from their parent or guardian during the event.

   

  ANNEX 3  -  CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY:
