NON- STANDARD TIMINGS:
Saturdays, Sundays and Bank Holiday Mondays:
o Indoor sporting events in the sports hall, drama studio or gym shall be limited to between the hours of 07:30hrs and 21:00hrs
o Live music in the multi-use games area, sports hall, drama studio or gym shall be limited to between the hours of 12:00hrs and 21:00hrs
o Performances of dance in the multi-use games area, sports hall, drama studio or gym shall be limited to between the hours of 09:00hrs and 21:00hrs
o Plays and Films in the sports hall, drama studio or gym shall be limited to between the hours of 10:00hrs and 21:00hrs
o Recorded music, Entertainment of similar description to live or recorded music or dance, Provision of facilities for making music, Provision of facilities for dancing and Provision of facilities for entertainment of similar description to making music or dancing in the multi-use games area, sports hall, drama studio or gym shall be limited to between the hours of 10:00hrs and 21:00hrs
o Opening hours to the public shall be limited to between 10:00hrs and 21:00hrs when using the multi-use games area, sports hall, drama studio and gym for licensable activities/events.
As a school building the premises are not generally open to the public. The hours above reflect the timings during which the premises may open for licensable activities/events.
ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1.1 The admission of children to the exhibition of any film shall be restricted in accordance with the film classification awarded by the British Board of Film Classification (BBFC), or any successor person or persons designated as the authority under section 4 of the Video Recordings Act 1984.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:
2.1 All licensed regulated entertainment activities including outdoors amplified music, within the designated areas, shall be directly related to educational activities and any performances shall be made only by members of Suffolk ONE or third parties performing expressly for the purposes of promotional and/or educational activities.
2.2 At all times whilst music events are in progress, the volume of music shall be controlled so as to meet the following target noise criteria: LAeq (EN) shall not exceed LA90 (WEN) and L10 (EN) shall not exceed L90 (WEN) in any 1/3 octave band between 40 and 160Hz.
EN = Entertainment noise level; WEN = Representative background noise level without the entertainment noise; both measured 1m from the façade of the nearest noise sensitive premises.
2.3 The playing of unamplified music outdoors shall only be permitted in the ‘Outdoor Area’ and ‘Outside Space’ as delineated on the Block Plan submitted with the licence application and attached as Annex 4 to premises licence BPL0384.
2.4 All licensed entertainment activities in outdoor areas of the licensed premises shall cease by 22:00 hours on all occasions.
2.5 The licence holders shall notify the Licensing Authority and Responsible Authorities of any larger scale events (attracting 500+ persons) planned to take place outdoors at the licensed premises - for example music activities - which could impact on promotion of the licensing objectives. Such activities shall be notified as far in advance as reasonably practicable, and in any event no later than 1 (one) calendar month prior to the start date.
2.6 Where reasonably required by the relevant authorities, additional plans, risk assessments and any other supporting information shall be provided by the licence holders and/or event organisers.
2.7 When licensed regulated entertainment activities are taking place at the licensed premises, a designated manager shall be on site and shall ensure that noise is monitored at the boundary of the premises and that noise levels are kept to a reasonable level, to minimise any potential for causing public nuisance. The designated manager shall also ensure that the licensed premises are being used appropriately and that the agreed finish time for licensed activities and events is adhered to.
2.8 During operating hours on days on which an event involving licensable activities is held, the licence holders or other nominated responsible person shall be available to receive and respond to nuisance-related complaints. A contact telephone number shall be made readily available for that purpose.
2.9 The volume or sound configuration of amplified music shall be turned down or adjusted upon the reasonable request (either in person or over the telephone) of an authorised Environmental Protection Officer of the Licensing Authority or a Police Officer.
2.10 All external doors and windows to buildings in which live or recorded music is played or in which amplified speech is transmitted shall be kept shut during such activities, save to permit access to and egress from the building. Appropriate air conditioning should be installed if necessary. This condition shall not apply to the vents in the roof of the ‘Sports Hall’, as delineated on the Block Plan submitted with the licence application and attached as Annex 4 to premises licence BPL0384.
2.11 The licensed premises shall be installed and maintained with CCTV covering internal and external areas of the licensed premises, and this shall include all main access points.
2.12 Adequate door admission controls and monitoring shall be implemented and managed by the licence holders during times when the licensed premises are open to the public for licensable activities and events.
2.13 During occasions when the licensed premises are open to the public for licensable activities and events, the reception desk shall be attended by members of staff who have been fully trained in dealing with members of the public, understand safeguarding and are sufficiently Criminal Records Bureau (CRB) checked, or equivalent.
2.14 Any hirer of the licensed premises, acting in accordance with the requirements of condition 2.1 of premises licence BPL0384, shall have satisfactorily completed and agreed to the Suffolk ONE hiring agreement. This agreement shall encompass matters that include insurance, first aid and risk assessment prior to activities being undertaken. All such agreements shall be completed and approved prior to confirmation of the hire.
2.15 Car parks shall have suitable and sufficient external illumination during the hours of darkness, whilst the licensed premises are being used for licensable activities, in order to support CCTV coverage and promote the licensing objectives.
