ANNEX 1 - MANDATORY CONDITIONS:
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. The admission of children to the exhibition of any film shall be restricted in accordance with the film classification awarded by the British Board of Film Classification (BBFC), or any successor person or persons designated as the authority under section 4 of the Video Recordings Act 1984.
5. The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.
In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children -
(a) games or other activities which require or encourage, or are designed to require or
encourage, individuals to -
(i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or
supplied on the premises before the cessation of the period in which the responsible
person is authorised to sell or supply alcohol), or
(ii) drink as much alcohol as possible (whether within a time limit or otherwise);
(b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or
discounted fee to the public or to a group defined by a particular characteristic (other than
any promotion or discount available to an individual in respect of alcohol for
consumption at a table meal, as defined in section 159 of the Act);
(c) provision of free or discounted alcohol or any other thing as a prize to encourage or
reward the purchase and consumption of alcohol over a period of 24 hours or less;
(d) provision of free or discounted alcohol in relation to the viewing on the premises of a
sporting event, where that provision is dependent on -
(i) the outcome of a race, competition or other event or process, or
(ii) the likelihood of anything occurring or not occurring;
(e) selling or supplying alcohol in association with promotional posters or flyers on, or in the
vicinity of, the premises which can reasonably be considered to condone, encourage or
glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable
manner.
6. The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).
7. The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.
8. (a) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
9. The responsible person shall ensure that -
(a) where any of the following alcoholic drinks is sold or supplied for consumption on the
premises (other than alcoholic drinks sold or supplied having been made up in advance
ready for sale or supply in a securely closed container) it is available to customers in the
following measures -
(i) beer or cider: ½ pint;
(ii) gin, rum, vodka or whisky: 25 ml or 35 ml; and
(iii) still wine in a glass: 125 ml; and
(b) customers are made aware of the availability of these measures.
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE:
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:
General
All staff shall be suitably trained in promotion of the licensing objectives.
The premises management shall take all reasonable steps to prevent the use of illegal drugs on the licensed premises and adopt a suitable drugs policy as agreed with the Police and Local Authority.
The prevention of crime and disorder
The licence holder shall ensure that non-alcoholic beverages are also available to customers.
The licence holder shall take all reasonable steps to promote the prevention of drink driving.
Where glass bottles are used, they shall be retained or disposed of on the premises.
The consumption of alcohol shall be restricted to the areas identified on the plan attached as Annex 4 to the premises licence
Public information notices about crime and disorder issues shall be displayed at the request of the Local Authority or the Suffolk Constabulary (for example ‘Customer Code of Conduct’).
The premises licence holder shall display any restrictions on the admittance of individuals according to age (e.g. Children) on or immediately outside the premises.
The premises licence holder shall display any conditions of entry to the premises in the vicinity of any entrance to the premises.
The premises licence holder or their nominated representative shall participate in the local Pubwatch/Nightsafe scheme operating in the Borough/District (where such a scheme operates and it is viable for the licence holder to do so).
The premises licence holder shall be responsible for the disposal of waste at the frontage of the premises and make provision for the emptying of litter bins in the vicinity of the premises.
The premises licence holder shall ensure that adequate lighting is provided outside of the premises (and in any private car park) during the hours of darkness when any licensable activity takes place on the premises.
Public safety
All emergency access and egress routes to and from the licensed premises, including for emergency vehicles, shall be kept free from obstruction or hazard.
All exits shall be regularly checked, with checks recorded, to ensure that doors function satisfactorily.
All fire doors shall be suitably maintained and fitted with self-closing mechanism and shall not be held open other than by approved devices (for example, electromagnetic releases operated by smoke detectors).
Public safety checks shall be carried out prior to the admission of the public, or club members and guests, with details of such checks to be legibly maintained in a log-book.
The premises licence holder shall ensure that notices detailing the action to be taken in the event of fire or other emergency, including how the fire service should be summoned, are prominently displayed and protected from damage and deterioration.
The premises licence holder shall ensure that when disabled people are present, adequate arrangements exist to enable their safe evacuation in the event of an emergency, and that patrons are made aware of these arrangements.
The premises licence holder shall ensure that an adequate and appropriate supply of first aid equipment and materials is available on the premises.
The premises licence holder shall ensure that at least 1 (one) trained first aider(s) shall be on duty when the public are present. Where more than one first aider is present, the premises licence holder shall ensure that their respective duties are clearly defined.
In the absence of adequate daylight, the premises licence holder shall ensure that the lighting in any area accessible to the public is fully operational.
The premises licence holder shall maintain a suitable and sufficient policy of public liability insurance and shall make a copy of the schedule available for inspection by an authorised officer upon request.
The premises licence holder shall ensure that staff on the premises monitor and record the number of patrons within the premises.
The following number of attendants will be present during any film exhibitions (as set out in the tables below):

Prevention of public nuisance
The premises licence holder shall take all reasonable steps to ensure that persons leaving the premises, and deliveries, shall not cause noise nuisance or disturbance to neighbouring properties.
Doors and windows shall be kept closed (save for access or egress) during any licensed activities so as to reduce the potential for noise nuisance from the premises.
The premises licence holder shall display prominent, clear and legible notices at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly.
The premises licence holder shall ensure that the placing of bottles into receptacles outside the premises takes place at such times so as to minimise disturbance to nearby properties.
The premises licence holder shall ensure that during the final hour of opening the music is discernibly quieter.
The premises licence holder shall ensure that any request by an authorised officer of the Local Authority in relation to reducing noise levels is complied with.
The premises licence holder shall ensure that any ventilation system has suitable sound attenuation.
The premises licence holder shall ensure that offensive smells from the licensed premises are not permitted so as to cause a nuisance to nearby properties and that the premises are adequately vented.
The premises licence holder shall ensure that receptacles for waste are emptied regularly to minimise nuisance smells.
The premises licence holder shall ensure that will ensure that flashing or particularly bright lights on or outside the licensed premises do not cause a nuisance to nearby properties, whilst balancing the need for lighting in the interests of prevention of crime and disorder.
The premises licence holder shall provide adequate and suitable (lidded) receptacles to receive and store refuse from the premises/site. Receptacles for refuse storage shall be maintained in a clean condition.
The premises licence holder shall ensure that litter is regularly cleared from the vicinity of the premises
There shall be no music in outdoor areas of the licensed premises, whether amplified or unamplified.
The protection of children from harm
No children under the age of 16 shall be permitted on the licensed premises unless accompanied by a responsible adult.
