ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. (a) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
Annex 2 - Conditions consistent with the operating schedule
The premises licence holder shall engage with community police/Safer Neighborhood Team
regarding any prevalent local crime and disorder issues, and shall implement any
reasonable steps recommended by the Police to promote the prevention of crime and
disorder at and in the vicinity of the licensed premises
CCTV shall be installed and maintained on the licensed premises and shall be in operation
at all times whilst the premises are open for licensable activities. Recordings shall be
retained for a minimum period of 28 days and shall be made available for inspection upon
request to an authorised officer of a responsible authority. It should be noted that any
retention, use or disclosure of personal information captured on CCTV must be carried out in
line with data protection principles which shall override any conflicting element of this
condition.
A refusals and incident book shall be operated and maintained on the licensed premises to
record all incidents (dates, times, description of incident and member of staff dealing with
incident shall be recorded). This book shall be produced upon request to an authorised
officer of a responsible authority.
All staff shall be suitably and sufficiently trained on responsibilities relating to the retail sale
of alcohol.
Alcohol shall be displayed away from sweets and confectionary products, so as to promote
the protection of children from harm.
The premises licence holder shall adopt a ‘Challenge 25’ proof of age scheme. The
premises licence holder shall operate a requirement for the production of a passport, UK
photocard driving licence or PASS accredited photocard, where the individual requesting the
supply of alcohol appears to be under the age of 25.
