ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. (a) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
Annex 2 - Conditions consistent with the operating schedule
The prevention of crime and disorder
CCTV shall be installed and maintained on the licensed premises, with recordings to be
retained for a minimum period of 31 days.
Any person attempting to purchase or consume alcohol on the licensed premises and
appearing to be under the age of 21 shall be challenged and required to produce a valid
photographic identity document as proof of age. The premises licence holder shall ensure
that all staff members are alerted to these requirements.
The premises licence holder shall ensure that all members of staff undertake training in
relation to licensing offences and social responsibility for alcohol retailing. A programme of
refresher training shall be implemented by the premises licence holder to ensure the ongoing
promotion of the licensing objectives.
The Prevention of public nuisance
The premises management shall be able to receive and respond to any customer or local
community comments made which are relevant to promotion of the prevention of public
nuisance licensing objective.
The premises licence holder shall operate a suitable policy in relation to the control of waste
and litter in the immediate vicinity and where it is directly related to the operation of the
licensed premises.
The protection of children from harm
A refusals book shall be operated and maintained at the licensed premises, with all
instances of refused sales to be legibly recorded and kept up to date.
Prominent signage shall be displayed and maintained on the licensed premises in relation to
the prohibition of alcohol sales to persons under the age of 18 years.
