Annex 1 - Mandatory conditions
General condition:
(1) No supply of alcohol may be made under the premises licence-
(a) at a time when there is no designated premises supervisor in respect of the
premises licence, or
(b) at time when the designated premises supervisor does not hold a personal licence
or his personal licence is suspended.
(2) Every supply of alcohol under the premises licence must be made or authorised by a
person who holds a personal licence.
General condition:
In force from 1 October 2010
(1) The Premises Licence Holder or Club Premises Certificate Holder shall ensure that
an age policy applies to the premises in relation to the sale or supply of alcohol.
(2) The policy must require individuals who appear to the responsible person to be
under 18 years of age (or such older age as specified in the policy) produce on request,
before being served alcohol, identification bearing their photograph, date of birth and a
holographic mark.
Annex 2- Conditions consistent with the operating schedule
1. The sale of alcohol shall take place from the forecourt convenience store part of the garage premises only, as identified in the plans attached as Annex 4 to the premises licence.
2. On the first anniversary of the grant of premises licence, the licence holders shall provide the updated data that they use to satisfy themselves that they are not excluded premises, to the Licensing Authority.
3. The premises licence holder shall adopt a 'Challenge 25' proof of age scheme. The premises licence holder shall operate a requirement for the production of a passport, driving licence or PASS accredited proof of age card bearing a holographic image, where the individual requesting the supply of alcohol appears to be under the age of 25.
4. A CCTV system with recording facilities shall be installed and mainatained at the licensed premises with recordings to be retained for a minimum period of 28 days, and made available to the police upon reasonable request.
5. The premises licence holders shall ensure that relevant members of staff receive and complete suitable and sufficient training, with written records retained of training undertaken and made available for inspection by an authorised officer of a responsible authority upon reasonable request. An appropriate training manual shall be operated and retained at the licensed premises.
6. A refusals book shall be operated and maintained at the licensed premises.
7. Alcoholic spirits shall be retained behind the counter area of the convenience store.
8. The forecourt area of the premises shall be regularly cleared of spillages, litter or waste.
9. Waste bins shall be regularly emptied so as to avoid any accumulation of waste or litter.
10. Notices shall be prominently displayed and maintained at the licensed premises requesting that customers leave the premises quietly and with consideration to the needs of neighbouring properties.
11. There shall be no adult entertainment or services, activities other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
