ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. (a) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
(b) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request,
before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.
Annex 2 Conditions consistent with the operating scheule
The premises licence holder shall install CCTV equipment covering licensed areas, access and egress points at the premises and shall ensure that CCTV equipment is maintained in working order at all times when licensable activities are taking place.
The premises licence holder shall ensure that CCTV recordings are retained for at least 30 days and are produced to an authorised officer upon demand. The system shall be able to export recorded images to a removable means (CD/DVD) and shall allow playback/review.
The premise licence holder shall ensure a member of staff trained in the use of CCTV shall be available on the premises at all times the premise is open for licensable activities.
The system will display the time and date of each recording.
It should be noted that any retention, use or disclosure of personal information captured on CCTV must be carried out in line with data protection principles which shall override any conflicting element of this condition.
The premises licence holder shall ensure adequate staff and security are on duty whilst the premises are open for licensable activities, a record of staff and security levels shall be kept and will be made available upon request from an authorised officer.
Signage shall be clearly and prominently displayed at all entrance and exit points on the licensed premises, requesting that patrons minimise noise when leaving, in consideration of the needs of local residents.
The premises licence holder shall adopt a ‘Challenge 25’ proof of age scheme. The premises licence holder shall operate a requirement for the production of a passport, UK photocard driving licence or PASS accredited photocard, where the individual requesting the supply of alcohol appears to be under the age of 25.
