(2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children - (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to - (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (where within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic (other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act); (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less; (d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on - (i) the outcome of a race, competition or other event or process, or (ii) the likelihood of anything occurring or not occurring; (e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or refer to the effects of drunkenness in any favourable manner. \cell\f1\row \pard\ltrpar\f0\par \par \par \par \par \par \trowd\trgaph30\cellx9026\pard\intbl\ltrpar\sl252\slmult1\b General condition: \b0\f1\cell\row \f0\trowd\trgaph30\cellx9026\intbl (1) Where a premises licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, the licence must include a condition that each such individual must be licensed by the Security Industry Authority.\f2\fs24 \f0\fs22\cell\f1\row \pard\ltrpar\f0\par \trowd\trgaph30\cellx9026\pard\intbl\ltrpar\sl252\slmult1\b General condition: \b0\f1\cell\row \f0\trowd\trgaph30\cellx9026\intbl In force from 6 April 2010 The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.\cell\f1\row \pard\ltrpar\f0\par \trowd\trgaph30\cellx9026\pard\intbl\ltrpar\sl252\slmult1\b General condition: \b0\f1\cell\row \f0\trowd\trgaph30\cellx9026\intbl In force from 6 April 2010 The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.\cell\f1\row \pard\ltrpar\f0\par \trowd\trgaph30\cellx9026\pard\intbl\ltrpar\sl252\slmult1\b General condition: \b0\f1\cell\row \f0\trowd\trgaph30\cellx9026\intbl In force from 6 April 2010 The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by\b \b0 reason of a disability).\cell\f1\row \pard\ltrpar\f0\par \trowd\trgaph30\cellx9026\pard\intbl\ltrpar\sl252\slmult1\b General condition: \b0\f1\cell\row \f0\trowd\trgaph30\cellx9026\intbl In force from 1 October 2010 (1) The Premises Licence Holder or Club Premises Certificate Holder shall ensure that an age policy applies to the premises in relation to the sale or supply of alcohol. (2) Where the film classification body is specified in the licence, unless subsection (3) (b) applies, admission of children must be restricted in accordance with any recommendation made by that body. (3) Where: (a) the film classification body is not specified in the licence, or (b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question, admission of children must be restricted in accordance with any recommendation made by that licensing authority. A final version of the EMP and up to date site plans shall be sent by the premises licence holder to the Licensing Authority and all Responsible Authorities no later than 14 (fourteen) days prior to the day of the event. Any proposed revisions to the EMP after that time shall be notified in writing to the relevant Responsible Authority and Licensing Authority before the master EMP is updated - which shall be as soon as reasonably practicable following the revision. The premises licence, event management plan and risk assessments shall be kept with all other event documentation in the event control for the duration of the festival and this location shall be clearly identified on the site plan. An up to date event site plan shall be retained with the EMP at all times.\par \par 2.2\tab There shall be no open air music activity after 23:00hrs. For the avoidance of doubt music inside a marquee or temporary structure in outdoor areas is not bound by this condition and may continue in accordance with the authorised activity timings shown on the licence and summary of it.\par \par 2.3\tab Sufficient numbers of radio-linked security staff and stewards shall be provided to monitor and control the site as detailed in the EMP and in accordance with the premises licence holder\rquote s risk assessment in consultation with the security provider.\par \par 2.4\tab Attendees acting in a drunk, disorderly, or anti-social manner shall be ejected from the site and afforded assistance by the event staff to ensure safe departure (for example via taxi) or handover from the site. Serious matters/incidents shall be reported to the Police immediately.\par \par 2.5\tab The maximum number of persons permitted onto the licensed site for the event at any one time (not including staff, volunteers and performers) shall not exceed 1000.\par \par 2.6\tab Wristbands shall be worn by all persons on site and the numbers issued shall be counted, recorded and monitored throughout the duration of the event. Clickers or similar reliable method shall also be used on the entry and exit gates to monitor capacity on site.\par \par 2.7\tab Suitable and sufficient levels of first aid medical provision shall be maintained on site for the duration of the event, in accordance with the premises licence holder\rquote s medical risk assessment provided as part of the EMP.\par \par 2.8\tab All temporary structures used on site for the event shall be erected by competent, and commensurately qualified, persons and checked and signed-off before the admission of the public to the site for the event.\par \par 2.9\tab Clear signage shall be displayed and maintained on the licensed premises for the duration of the event alerting attendees to matters pertinent to ensuring public safety.\par \par 2.10\tab All staff shall be readily identifiable to the public attending the event by means of branded and/or high visibility apparel.\par \par 2.11\tab All staff involved with management of the event shall be in radio communications with each other and the event control via walkie-talkie network. This facility shall be maintained for the duration of the event.\par \par 2.12\tab Suitable and sufficient fire extinguishers, blankets and other firefighting equipment shall be deployed around the site for the duration of the event. The locations of such equipment shall be clearly marked on the event site plan, and signposted on site.\par \par 2.13\tab The following noise control limits shall be complied with:\par \par \pard\ltrpar\fi-480\li960\qj\tx960\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\tx10080 (a)\tab Between 11:00hrs and 23:00hrs the Music Noise Level shall not exceed 53dB(A) (LAeq 15mins) as measured at 1m from the fa\'e7ade of any noise sensitive premises;\par \par (b)\tab Between 11:00hrs and 23:00hrs the Leq (15mins) sound level shall not exceed 70dB in either the 63Hz or 125Hz octave frequency bands as measured at 1m from the fa\'e7ade of any noise sensitive premises;\par \par (c)\tab The Music Noise Level at the front of house consoles shall in any case not exceed 98dB (LAeq 15 mins) and the Maximum Sound Pressure Level (LMax) at any point in an audience shall not exceed 140dB.\par \par \pard\ltrpar\li480\qj\tx480\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360 In Conditions 2.13(a) to 2.13(c) inclusive, the term \ldblquote Music Noise Level\rdblquote shall be as defined in the \ldblquote Code of Practice on Environmental Noise Control at Concerts\rdblquote , The Noise Council, 1995.\par \par \pard\ltrpar\qj\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\tx10080 2.14\tab Noise propagation tests (sound checks) shall not be undertaken after 22:00 hours or before 10:00 hours. The noise limits specified above shall be adhered to during any noise or sound checks. \tab\par \par 2.15\tab The Premises Licence Holder shall ensure that members of the audience in the Marquee are not permitted within 2 metres of any loudspeaker.\par \par 2.16\tab The Premises Licence Holder or a nominated person authorised to act in the name of the Premises Licence Holder shall be on site for the duration of the event and be available to control all music sound levels.\par \par 2.17\tab At least 3 days prior to the commencement of the event, the Premises Licence Holder shall provide the Licensing Authority with:\par \pard\ltrpar\fi-480\li480\qj\tx480\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\par \pard\ltrpar\fi-960\li960\qj\tx480\tx960\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\tab (a)\tab A telephone number for their nominated representative(s);\par \par \tab (b) \tab A telephone number which may be given to members of the public wishing to complain directly to, or otherwise contact, the Premises Licence Holder. \par \par \pard\ltrpar\qj\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\tx10080 The telephone numbers shall be continuously manned during the licensed operating hours of the event.\par \pard\ltrpar\fi-480\li480\qj\tx480\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360\par \pard\ltrpar\qj\tx480\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640\tx9360 2.18\tab The Premises Licence Holder shall take all reasonable steps to ensure that noise levels from all of the activities taking place during the event are controlled to ensure compliance with the conditions relating to noise control.\par \par 2.19\tab Clearly legible and suitable notices shall be displayed and maintained at the event exits, requesting customers to respect the needs of local residents and to leave the premises and area quietly. Sufficient staff shall be available at the main event exits to ensure that customers disperse quietly.\par \par 2.20\tab\cf0 The Music Noise Level or sound configuration of amplified music shall be turned down or adjusted at the direct request (either in person or over the telephone) of an authorised officer of the Licensing Authority or a Police Officer.\cf2\par \par 2.21\tab Officers authorised by the Licensing Authority shall be given unfettered access to all areas of the licensed premises where necessary for the purposes of monitoring compliance with the licence conditions.\par \par 2.22\tab No children shall be permitted on the licensed site for the event unless accompanied by a responsible adult.\par \par 2.23\tab Suitable and sufficient measures shall be implemented to reunite lost children with their parent or guardian as detailed within the EMP. The lost children point shall be clearly signed as well as identified on site plan/maps displayed around the site and contained within the event programme.\par \par 2.24\tab Staff involved with any relevant children\rquote s activities, where a parent or guardian may not be present, shall be suitably and sufficiently vetted with information relating to any checks retained on file within the event management documentation. Note: Any documentation held in this regard should be in accordance with any relevant legislation or guidance in relation to protection of personal/protected information.\par \par 2.25\tab There shall be no adult entertainment or services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.\par \par 2.26\tab Campers will remain on the site after the day guests have left the site.
