Annex 1- Mandatory Conditions
1. The admission of children to the exhibition of any film shall be restricted in accordance with the film classification awarded by the British Board of Film Classification (BBFC), or any successor person or persons designated as the authority under section 4 of the Video Recordings Act 1984.
Annex 2 - Conditions consistent with the operating schedule
General
The Premise Licence holder will require any person, agency, business or charity hiring or otherwise utilising any part of the licence to complete an event management plan to the satisfaction of both the Premise Licence holder and the Police. The Premises Licence holder must notify the Licensing Authority in writing that a satisfactory event management plan is in place before an event can take place.
The prevention of crime and disorder
No third party will partake in any licensable activities at the Recreation Ground without prior permission from Stowmarket Town Council. Terms and conditions of use will be drawn up in respect of third party use of these premises and third party hirers must agree to adhere to these terms and conditions.
Where alcohol consumption is allowed at an event, the organisers of the event (either Stowmarket Town Council or the hirer of the premises) must satisfy the police that they have made sufficient safety and security arrangements to ensure the safe running of the event. This may include the deployment of SIA qualified security staff and other measures to manage and restrict alcohol consumption. The organiser may need to adjust their plans in order to satisfy the police that the measures they have taken are sufficient, if they unable or unwilling to do so, Stowmarket Town Council will either not allow the event to go ahead or the hirer will need to provide written assurance to the police and the Town Council that alcohol consumption will not be permitted during the event. The Town Council must be provided with details of individuals who will be selling alcohol at events on the Recreation Ground.
Public safety
All events that take place will require a satisfactory risk assessment which must be agreed by the Town Council.
The prevention of public nuisance
Due consideration will be given to the timing of events, particularly with regard to music events late at night.
We do not anticipate licensable activities taking place beyond 21.00 on the Recreation Ground on more than 12 days during the year.
The protection of children from harm
Where children are involved in an event, the organisers must confirm to the Town Council that those people responsible for the supervision of the children have undertaken a CRB check which is valid at the time of the event.
