ANNEX 1 - MANDATORY CONDITIONS
The following conditions in Annex 1 are mandatory under the provisions of the Licensing Act 2003:
1. Alcohol shall not be sold or supplied:
(a) At any time when there is no designated premises supervisor in respect of the
premises licence, or
(b) At any time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended
2. Every sale or supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
3. Where one or more individuals are being used at the licensed premises to carry out a security activity, each such individual must be licensed by the Security Industry Authority (unless there is any exemption afforded to the relevant individual(s) by the Private Security Industry Authority Act 2001 (as amended)).
ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The following conditions in Annex 2 are conditions consistent with the operating schedule submitted by the applicant within the application:
1. The licence holders shall observe all relevant health and safety legislation and conduct a full risk assessment prior to the commencement of each event.
2. The licence holders shall ensure that:
(i) 24 hour security arrangements are in place for the duration of the events;
(ii) Adequate stewarding and supervision is in place (numbers as to be agreed between the event organisers and the relevant Responsible Authorities), and stewards shall be readily identifiable to attendees and in radio/mobile communication contact with each other;
(iii) St.John’s ambulance are in attendance during the Bures Music Festival event and the Red Cross are in attendance for the Europa Bures Carnival, and that a designated first aid person/persons shall be in place for the smaller events held in the marquee;
(iv) The local community, Police and Fire Officer shall be adequately informed of and consulted concerning the planning of the event;
(v) A strict entrance and ticketing policy shall be adopted and enforced for all events other than the public carnival;
(vi) A proof of age scheme is implemented to assist with prevention of underage sales;
(vii) The marquee and surrounding shall be suitably fenced off to adequately identify the licensed area and area being used for the consumption of alcohol and this area shall be patrolled by stewards and security personnel;
(viii) An adequate induction session shall be provided for all staff prior to the beginning of the festival/carnival, and this shall include evacuation and fire safety procedures plus the completion of a detailed risk assessment and staff briefing to protect children from harm;
(ix) Children are only admitted if accompanied by a responsible adult (over 18 years of age) unless it is during the young musicians activity;
(x) School groups are accompanied and under the direct supervision of accompanying teachers/guardians;
(xi) Plastic drinking vessels shall be used wherever possible and bottles and glasses shall not be used for the consumption of beverages on the licensed premises;
(xii) Toilets are inspected on a regular basis during each event and shall be cleaned as required including following these inspections - in addition to which they shall be cleaned on a daily basis prior to each event starting;
(xiii) The volume control of recorded music or any amplification equipment shall be under the direct control of the premises licence holder or their representative with provision made for the sound to be turned down at the direct request of an authorised officer of the Council or Police; and

(xiv) Notices shall be displayed and maintained around the site requiring patrons to leave the area quietly and consideration shall be given to the preparation of a dispersal policy whereby such matters as the following shall be considered:
Minimising noise on exit: Advisory announcements to customers to consider public at large when leaving; and
Use of litter patrol on immediate closure to stop littering and informally monitor the car park and behaviour of attendees leaving the event.
ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
